I sautéed the chops, onion, and garlic. In an instant pot, I put the rest of the ingredients in. Then I added, Pushed the chops, onions, and garlic in. Pressure cooked on low for 40min. Came out perfect.

I used a modified version of this recipe to cold pack for pressure canned meals - I did not use the chicken broth, oil, or oregano (I was afraid it would be too bitter after canning), and used a can of crushed tomatoes. It came out great!
